<p>To help keep our whānau safe, particularly our elderly, our young and those of our loved ones who are immune compromised we will be following the advice provided by the Ministry of Health for large meetings.</p>								</div>

									<p>I thought I would give you a bit of an update on what was discussed at our AGM and how I felt things went.</p>								</div>

									<p>As always, the AGM was one where the committee were able to tell the whānau what we have been doing for the last year and the whānau have an opportunity to tell the Executive Committee how they feel we have performed in the last 12 months.</p>								</div>

									<p>AGMs can sometimes be, rightly so, challenging.  I am pleased to say that I believe our hui went well, because our whanau were able to express their views and feedback of the Rūnanganui’s performance over the last 12 months.</p>								</div>
				</div>

									<p><strong>Vision and Strategy Workshop</strong></p><p>The first part of our hui was used to workshop with whānau what their aspirations and vision is for our people over the short and long term.  It was an excellent opportunity for whānau to speak on what they believe the Rūnanganui should be focusing on and where it’s effort should be placed.  The session was facilitated by Lees Seymour, and I personally found it to be both informative and extremely compelling.</p>								</div>

									<p>We have committed to taking this feedback and incorporating it into the work that has already been undertaken by the Executive Committee and feed the final product back to whānau in the next quarter.</p>								</div>

									<p><strong>Annual Report for the 2022/23 Year</strong></p><p>I believe the 2023 Annual Report was well received by whānau, and included reports from myself as chair, the Financial Accounts as presented by the Treasurer, a report from the Resource Management and Endorsement and Support Committees and an update from the Claims Manager.  The year has been challenging but also rewarding, with new processes and frameworks in place for the Resource Management Committee which has allowed it to engage with a number of organisations on over a dozen consultation requests.  We are also in a much better place financially and this is primarily due to the controls that have been implemented by the treasurer which has led to a much more robust financial management of expenditure and income.</p>								</div>
				</div>

									<p>Whānau strongly indicated their preference for the ongoing management of our Takutai Moana Application and the Waitangi Tribunal Claims and the Executive will be working hard to ensure we reflect those preferences.</p>								</div>

									<p><strong>Kahui Kaumatua</strong></p><p>As a part of the General Portion of our hui, a number of whānau raised concerns regarding the perceived ongoing deteriorating relationship with the Trustees of the Waipapa Marae.  The Executive Committee have committed to working with the Trustees in all aspects of our joint activities.  To support this commitment, I have asked Lees Seymour and Kurutia Seymour to lead the relationship with the Trustees and look forward to building a productive relationship moving forward.</p>								</div>
				</div>

									<p>Whānau also indicated that they felt one of the areas that may have contributed to the relationship breakdown was the lack of a mechanism for Kaumatua to provide guidance to all parts of the Ngati Hikairo iwi.  It was suggested that a Kahui Kaumatua be formed to provide advice, support and in some cases, direction based on matauranga and Hikairotanga.  It was suggested that this Kahui sit outside of the Rūnanganui to support its independence.</p>								</div>
				</div>

									<p>This is a fundamentally important initiative that I whole heartedly support.  I will work with Kaumatua to help establish an iwi wide Kahui, and the Rūnanganui have agreed to providing secretarial support for the Kahui Kaumatua once it is established.</p>								</div>

									<p><strong>Election of Officers</strong></p><p>As is normal for our AGM, we elected both officers (Chair, Treasurer, and Secretary) and Executive Committee Members in this meeting.  My congratulations to Duncan Robin, Treasurer and Kurutia Seymour, Secretary for their election to these officer roles, and to Lees Seymour, Pipi Barton, Tom Tai, Gareth Seymour, and Burt Cunningham for their election to the Executive Committee.  I look forward to working with you over the next year.</p>								</div>

									<p>I think it is important to acknowledge that the AGM returned to Waipapa Marae for the first time in four years.  I believe that our successful hui was in part because we had returned home, and the feelings that this return engendered permeated throughout the meeting.  I would like to thank the Trustees for not only ensuring the Marae was ready and in fantastic condition, but also for allowing us the opportunity to stay an extra night when the whanau asked if they could remain at the Marae until Sunday.</p>								</div>

									<p><strong>Te Papa o Karewa</strong></p><p>Whānau will recall that a brace was installed to support one of the limbs of Te Papa o Karewa which was weakened after a summer storm several years ago.  Recently an arborist has recommended a more permanent bracing solution for Te Papa o Karewa, which we are looking at having carved by a tohunga whakairo.  We will keep you up to date with our progress looking after our tupuna rākau.</p>								</div>

									<p><strong>Mangakaware Cultural Impact Assessment</strong></p><p>As whānau will be aware, Te Rūnanganui o Ngāti Hikairo and Ngāti Apakura participated in a handover ceremony with the Waipā District Council for the Lake Mangakaware Cultural Impact Assessment on Saturday 25 February 2023 at the Council Chambers of the Waipā District Council.  While from the Councils point of view this was the end of the process, for the Rūnanganui it was part of a series of steps.  The final step for the Rūnanganui was to bring the taonga back to the Poukai at Waipapa and present a copy of the report to Kingi Tuheitia. </p>								</div>

									<p class="MsoNormal" style="text-align: justify;"><span lang="EN-AU">I am pleased to advise that the report and the taonga was presented to Kingi Tuheitia.  The whānau who had returned the taonga were also present for this process at the invitation of the Rūnanganui.  Kingi Tuheitia has suggested that the Taonga be kept in Takuhiahia.  The Rūnanganui will be working with the Waipapa Marae Trustees and Kaumatua to ensure a case is provided for the Taonga and an appropriate place in Takuhiahia for it to rest.   We are hoping to arrange for this so that it can be unveiled at the Annual General Meeting in June. </span></p>								</div>

									<p><strong>Annual General Meeting 2023</strong></p><p>As I advised in my last message, the Annual General Meeting is planned for the 17 June 2023.  Whānau are welcome to join us at the Marae from Friday the 16 June in preparation for the Annual General Meeting on the Saturday.</p>								</div>

									<p>Whānau will recall that at the last AGM in July 2022, changes were made to the constitution, including increasing the term for Executive Committee Members and Officers.  We have moved from an annual election cycle to a three-year cycle.  For those who are interested in standing for the Executive Committee, the next three years will be a little different, so that we can get into a process of at least two members retiring every year.  Members will of course be able to stand again if they wish to.</p>								</div>

									<p><strong>Waipapa Poukai</strong></p><p>Several of the Committee Members were at this year’s Poukai, the first time many of us have been able to return because of the maintenance and repair programme underway at the Marae.  It was wonderful time for reinvigorating the spirit and reconnecting with our extended whānau.  I sent a message to Stephen and the rest of the Marae Committee thanking them for their efforts and how enjoyable the Poukai had been.</p>								</div>

									<p>Many of you will have heard that Te Papi has been asked to take up further responsibilities for Kingi Tuheitia as Chief Advisor.  We congratulate Te Papi on his appointment.   This is a wonderful recognition for our whānaunga, but it also underlines the need for our wider whānau to support him as he takes up these duties.  We intend to work with the Waipapa Marae Trustees to support initiatives that strengthens our capability and capacity across key areas of responsibility within the iwi, such as Reo, Kaikorero and Kaikaranga.</p>								</div>

									<p><strong>Financials</strong></p><p>The Treasurer presented a quarterly report regarding the finances of the Rūnanganui.  The financial report highlights that the Rūnanga is managing its accounts well.  As indicated previously, the putea that is received is committed to payments for the completion of these projects, but we ensure there are reserves held back to cover our ongoing costs.   </p>								</div>

									<p><strong>Handover of the Mangakaware Cultural Impact Assessment</strong></p><p>Te Rūnanganui o Ngāti Hikairo and Ngāti Apakura participated in a handover ceremony with the Waipa District Council for the Lake Mangakaware Cultural Impact Assessment on Saturday 25 February 2023 at the Council Chambers of the Waipa District Council.  This is the culmination of an enormous amount of work by Frank K Thorne and Pipi Barton, with the support of whanau members Hano Ormsby and Jane Anderson.  We were also able to draw on the support of whanau members from Ngati Apakura to produce what I consider to be an excellent and highly professional piece of work.</p>								</div>

									<p>The hand over ceremony was a success where Waipā District Council gifted a [insert name] tree to Ngāti Hikairo which was then provided to Waipapa Marae Trustees on 26 February 2023 at the AGM to plant on our whenua.   The granddaughter of the landowners adjacent to Lake Mangakaware attended the handover ceremony to return a taonga to us discovered as they were farming the whenua.  We were thrilled to receive this taonga on behald of the iwi.   We are currently working through options of what to do with this taonga and we will certainly seek whānau views on these options.</p>								</div>

									<p><strong>Resource Management Committee</strong></p><p>The Resource Management Committee is one of the more active parts of the Rūnanganui ensuring that the territorial authorities and government agencies consult with Ngāti Hikairo regarding any of their activities that are subject to either the Resource Management</p><p>Legislation or any other regulative framework.  Much of this activity goes on continuously and successfully, thanks to the hard work support several Committee and iwi members.</p>								</div>

									<p class="MsoNormal"><b><span lang="EN-AU">Financials</span></b></p><p> </p><p class="MsoNormal"><span lang="EN-AU">We receive a monthly report from the Treasurer regarding transactions since the last meeting, future planned expenditure, and our current balance of account.  As whanau are aware, much of the operations of the Runanganui are funded by agencies in a claim back for costs process.  It does mean that the accounts need to be managed very carefully to ensure sufficient funds are available as accounts fall due.  I am pleased to advise that while we are operating under tight budgets, the Runanganui continues to have a small positive balance in the accounts.</span></p>								</div>
